Notification No. 2024/39 on supports for plant production and some other agricultural supports to be made in 2025-2027.

This Notification lays down the procedures and principles regarding the support provided to individuals and organizations providing agricultural consultancy services to real and legal persons and agricultural enterprises in order to: (i) increase plant production, (ii) increase yield and quality, (iii) contribute to meeting production costs, (iv) ensure sustainability and supply security, (v) increase registration, (vi) reduce the use of chemicals in plant production, (vii) ensure the development of environmentally sensitive alternative agricultural techniques to protect human health and natural balance, (viii) develop organic bee production, (ix) ensure that agricultural products have the opportunity to be stored in licensed warehouses in healthier conditions, and (x) provide a pluralistic, effective and efficient structure to the agricultural extension and consultancy system.
The scope of payments include: planned production; the use of nationally certified seeds and saplings; feed crops; organic production; production in places where groundwater restrictions are declared; good agricultural practices; the use of solid organic-organomineral fertilizer; the use of biological and/or biotechnological control agents in plant production; production of alternative crops or fallowing in the prohibited cultivation areas due to potato wart disease; the use of licensed warehouse; the participation in the farm accounting data network system; agricultural extension and consulting services; soil analysis; animal health; and the protection of the environment.
The Ministry of Agriculture and Forestry shall take measures for the implementation, control and supervision of the transactions related to the supports, and when necessary, it also benefits from the services of other public institutions and organizations, cooperatives, agricultural chambers, commodity exchanges, licensed warehouse enterprises and unions in the work to be carried out for this purpose.
