Presidential Decree No. 4 on the organization of institutions and organizations affiliated, related and associated with the Ministries and other institutions and organizations.

This Decree lays down the organization, duties and powers of the Institution of Forensics Medicine in Chapter 1, the Turkish Disaster and Emergency Management Presidency (AFAD) in Chapter 2, the Directorate of European Union Affairs in Chapter 3, the Presidency of the European Union Education and Youth Programs Center in Chapter 4, Atatürk Forest Farm Directorate in Chapter 5, the Labour and Social Security Training and Research Center in Chapter 7, the General Directorate of State Hydraulic Works in Chapter 10, the Directorate General of Migration Management in Chapter 13, the Directorate General of Mapping in Chapter 14, the Development Agencies in Chapter 16, the Small and Medium Enterprises Development and Support Directorate in Chapter 18, the General Directorate of Meteorology in Chapter 20, the General Directorate of Forestry in Chapter 24, the Department of Navigation, Hydrography, and Oceanography in Chapter 29, the Social Security Institution in Chapter 30, the Turkish Water Institute in Chapter 33, the General Directorate of Land Registry and Cadastre in Chapter 34, the Agriculture and Rural Development Support Institution in Chapter 35, the Turkish Cooperation and Coordination Agency in Chapter 37, the Turkish Standards Institute in Chapter 39, The Turkish Science Academy in Chapter 40, the Scientific and Technological Research Council in Chapter 41, the Turkish Statistics Institute in Chapter 42, the Turkish Labour Institute in Chapter 43, the Turkish Border and Coast Health General Directorate in Chapter 46, the Turkish Health Institutes Directorate in Chapter 47, and the General Directorate of Mining and Petroleum in Chapter 53.
Articles 30-56 of the Decree determine the duties of the Disaster and Emergency Advisory Board, Department of Planning and Risk Reduction, Department of Response, Department of Recovery, Department of Civil Defense, Department of Earthquake, Department of Personnel and Support Services, Department of Education, Department of Foreign Relations and International Humanitarian Aid, Department of Volunteer and Donor Relations, Department of Inspection Services, Department of Strategy Development, Department of Information Systems and Communications, and Disaster and Emergency Search and Rescue Unit Directorates.
This Decree lays down the duties of the General Directorate of State Hydraulic Works in Chapter 10, in the fields of water supply, flood control, rehabilitation of wetlands, irrigation systems, tree planting for erosion control, monitoring of water quality, water reuse, etc. Chapter 33 sets out the duties of the Turkish Water Institute, such as: developing short- and long-term management strategies; contributing to the development of necessary tools and methods for developing sustainable water policies and solving global water issues; and conducting trainings on the principles of using water resources for sustainable and renewable energy production.
The General Directorate of Forestry shall be responsible for the management of forest resources within the ecosystem integrity together with plants and animals, taking into account their ecological, economic and socio-cultural benefits. Its duties are listed in Article 334, including but not limited to: planning in a participatory and multi-purpose manner; strengthening protection against unauthorized interventions, natural disasters and fires; combating various pests; conducting and developing forestry quarantine services; increasing forest areas and forest-related services; developing and rehabilitating forests; and maintaining and regenerating silviculture.
