Abstract
This Regulation provides for the planning of the capacity needed to respond to disasters and emergencies at the national and local levels, and the rapid deployment and optimal utilization of this capacity at the incident site. It also determines the duties, responsibilities, and planning principles of the main and support solution partners responsible for the coordination of response services, as well as the local units responsible.
The Ministry of Agriculture and Forestry is the main solution partner in the disaster, agriculture, forest, food, water, and livestock group. Its duties and responsibilities include but not limited to: (i) ensuring food safety in disasters and emergencies and conducting food inspections in affected areas; (ii) carrying out the assessment of losses of disaster-affected farmers engaged in plant, animal, and aquaculture production, as well as damage to agricultural lands affected by disasters and emergencies; (iii) taking necessary precautions to prevent all kinds of animal-borne epidemics after a disaster and conducting vaccination and treatment efforts to combat diseases that may arise in animals; (iv) providing warnings before meteorological disasters; (v) responding to forest fires that may occur during disasters and emergencies; (vi) providing potable water by digging water wells when necessary; (vii) carrying out the necessary work to combat floods, erosion, landslides, and avalanches.
