Abstract
This Regulation covers importation and transit passage of plants, vegetables and other materials. Importation of all kinds of soil, plants, herbs, natural fertilizer, leaves, and hay that are indicated in Annex II of this Regulation is prohibited. Those items that arrive at customs together with livestock will be destroyed at the entry point. Special measures will be taken on importation of plants indicated in Annex IV. Prohibited plants and organisms could be imported only for research purposes and by written consent of the Ministry of Agriculture and Rural Affairs. Transit procedures are given in details.
Plants and crops are imported through the entry ports that are indicated in Annex III of this Regulation. An Health Certificate from the country of origin shall be presented to the customs during importation. Those who wish to import plants and crops shall apply to the Ministry of Agriculture and Rural Affairs for "Plant Import Permit". Import procedures are given in details. This Regulation shall apply to imports through free zones.

Entry into force notes
The Regulation enters into force after six months following its promulgation date in the Official Journal.

This Regulation is based on Law No. 6968 on pest combating and agricultural quarantine and Rule No. 6/3346 on agricultural quarantine.This Regulation revokes the previous Regulation on agricultural quarantine that was promulgated in the Official Journal No. 20808 dated 8 March 1991.
