Abstract
This Regulation sets forth rules and procedures on importation and transit of plants, plant products and other substances in order to protect Turkey from the contamination of plants and plant products by harmful organisms. The importation of all kinds of soil, weed, natural fertilizer, leaves, stems and hay is prohibited, other than the products listed in the "Special Requirements" section of Annex III of this Regulation. The importation of plant production materials for research, trials and improvement purposes must comply with the principles issued by the Ministry of Agriculture and Rural Affairs. Also, importation of live organisms for researching purposes is subject to permit issued by the Ministry. Banned materials, to be used as comparison samples in research activities, may be imported under a special Ministry permit. Plant and plant products can only be imported through port of entries specified in Annex III of this Regulation. Plants and plant products to be imported in Turkey have to be issued with a "Plant Health Certificate" granted by the relevant body of the exporting country. Application for Import Permits must be addressed to the Ministry of Agriculture and Rural Affairs. Application procedures are detailed in the Regulation, as well as the inspection/analysis and rejection procedures at the ports of entry. Lists of harmful organisms and substances are included in the Annexes.
