Abstract
The objective of this Regulation is to define the principles of labeling and marking batteries and accumulators, of collecting, transporting and disposing them separately from household wastes, and of the prohibitions, restrictions, and obligations during importation, transit movements and exportation. Industrial machinery and equipment containing permanent batteries, batteries in medical tools and equipment, and heart batteries are not covered by this regulation. Also, wastes occurring due to battery production are not covered by this Regulation and are subject to Regulation on hazardous materials or Regulation on solid wastes. Batteries containing hazardous substances are listed in the text. Importation of batteries containing more than two percent (by weight) copper oxide are prohibited. Obligations of the Ministry of Environment and Forestry, Provincial Administrations, municipalities, battery and accumulator producers, distributors and retailers, consumers, and recycling facilities are detailed in the Regulation. Transportation of battery wastes can only be made in minimum 210 liter HDPE barrels in contained vehicles. A transportation license is not required for battery wastes, whereas a transportation license is required for accumulator wastes. Vehicles have to be painted in red, and clearly marked as Battery Waste Transportation Vehicle or as Accumulator Waste Transportation Vehicle . Technical requirements of recycling and provisional storing grounds are given in the text. Battery and accumulator producers and importers are obliged to collect wastes by a certain percent of the goods supplied to the market. These percentages by battery groups are given in the Regulation.
