Abstract
This Regulation sets forth administrative and technical principles and procedures of classification, labeling and packaging of chemical substances, mixtures and certain specified articles with the aims of ensuring high level of protection of human health and the environment and also of their free movement. This Regulation shall apply to (i) classification, labeling and packaging of hazardous substances and mixtures supplied to the market, (ii) classification of hazardous substances and mixtures supplied to the market by producers, importers and users, (iii) labeling and packaging of hazardous substances and mixtures supplied to the market by suppliers, (iv) list of substances according to harmonized system of classification and labeling, (v) notification of the classification and labeling of hazardous substances and (vi) inventory of classification and labeling of hazardous substances. This Regulation has been drafted in accordance with the Regulation (EC) No. 1272/2008 of the European Parliament and of the Council of 16 December 2008 on classification, labeling and packaging of substances and mixtures.

Entry into force notes
The Paragraph 3 of Article 41 enters into force on 1 June 2015, the Article 51 enters into force 1 June 2016 and other articles enter into force on the day it is published in the Official Gazette.

The provisions of this Regulation are jointly governed by the Minister of Environment and Urbanization, Minister of Health and the Minister of Food, Agriculture and Livestock.
