Abstract
This Regulation sets forth the principles and procedures regarding the applications and issuance of licensing of legal entities operating in the field of petroleum market. It aims at ensuring the transparency, equity and consistency of market activities. The Regulation also covers the duties, powers and responsibilities of the Energy Regulatory Board regarding the licensing procedures. The licenses within the scope of this Regulation are granted under the following headings: (I) refinery license, (II) processing license, (III) lube oil license, (IV) storage license, (V) transmission license, (VI) free user license, (VI) bunker delivery license, (VII) distributor license, (VIII) transportation license, and (IX) dealership license. The Regulation further provides for the rights and obligations of license holders.

Entry into force notes
Articles 45, 46 and 50, the fifth paragraph of Article 7, the first paragraph of Article 58 and clauses (a), (b) and (c) of the first paragraph of Article 58 shall enter into force on 1 January 2005, the provisions other than the second sentence of the first paragraph of Article 44 shall enter into force on 20 December 2004, and other articles shall enter into force on the day it is published in the Official Gazette.
