Abstract
The objective of this Regulation is to define the procedures and principles of monitoring certain substances and their residues in livestock to ensure food safety and protect consumers. The production stage of animal products is monitored for substances and residues listed in Annex-I to this regulation. The Ministry of Agriculture and Rural Affairs prepares an updated plan for monitoring activities. This plan includes; rules for prohibiting, permitting, distributing, and supplying of substances listed in Annex I; details regarding the infrastructure, legal status and capacities of the public agencies; list of all authorized laboratories; national tolerance levels for some products; lists of substances to be monitored, analysis methods, interpretation standards; sampling details; and measures to be taken when residues are found. The Regulation outlines the obligations of livestock enterprises, and records to be kept at the farm-levels. Monitoring of substances indicated in Annex I is made regularly at every stage, processing, storing, transportation, and marketing. The experts from the European Commission are authorized to inspect the monitoring system.
