Abstract
This Regulation lays down rules for the prevention of major accidents which involve dangerous substances, and the limitation of their consequences for human health and the environment, with a view to ensuring a high level of protection in a consistent and effective manner. This Regulation shall apply to establishments where hazardous substances are present in quantities equal to or in excess of the quantities listed in Part 1 and 2 in Annex-I or to establishments where hazardous substances may be present in these quantities due to the loss of control during an industrial chemical process. This Regulation has been drafted in accordance with the Council Directive 2012/18/EU on the control of major-accident hazards involving dangerous substances, amending and subsequently repealing Council Directive 96/82/EC. This Regulation sets forth provisions on the general obligations of the operator; major-accident prevention policy; safety report; emergency plans; information to the public; information to be supplied by the operator and actions to be taken following a major accident; inspections; and penalties.
