Abstract
This Regulation sets forth procedures and principles of high level of protection in a consistent and effective manner in order to prevent major accidents involving hazardous substances and to lessen their adverse impacts on people and environment. This Regulation shall apply to establishments where hazardous substances are present in quantities equal to or in excess of the quantities listed in Part 1 and 2 in Annex-I. In addition to this, articles 11, 12, 13, 14, 15, 16 and 17 shall only apply to establishments where hazardous substances are in excess of the quantities. This Regulation has been drafted in accordance with the Council Directive 96/82/EC on the control of major-accident hazards involving dangerous substances.

Entry into force notes
The Article 7 enters into force on the day it is published, Article 9 and Paragraph 2 of Article 14 enter into force on 1 January 2017, Article 24 enters into force on 1 January 2014 and other provisions enter into force on 1 January 2016.

The provisions of this Regulation are governed jointly by the Minister of Environment and Urbanization and the Minister of Labour and Social Security.
