Abstract
This Regulation provides for instituting the Seed Controllers whose responsibilities shall be the assessment and evaluation of seeds, for assessing seed statements, their production sites, the collection of seed samples and other assorted activities even marketing ones. Details are provided on potential candidates to the position, selection and training processes, duties, functions and tasks also of competent supervising authorities. The Regulation is based on Law No 308, regarding Registration, Controlling, and Certification of Seeds, and will be in force on the date of its publication in the Official Journal. Those eligible as seed controllers shall be: (i) Agrarians, agriculture and horticulture Faculties graduates; (ii) with a field experience of minimum one year in supervising and sampling col. Further requirements are given in the Regulation. Training courses are held every two years. The principle duties of seed controllers include: (i) receiving seed certifications from farmers, inspecting fields and collecting samples in accordance to regulations, orders and instructions based on Law No. 308; and (ii) inspecting market premises and locations. Special badges shall identify controllers and shall be temporarily revoked when they are assigned to other managerial or technical posts outside certification entities. Badges shall be handed back to those who are reassigned to the certification entities within one year, while for those reassigned after two years shall priorily attend a training course before being returned their badges.
