Abstract
This Act provides for a variety of matters relative to legal status of and rights in sea-going vessels, navigation, carriage of goods at sea and related matters, including: records relating to vessels (sect. 5); issue of radio station licences; measurement of vessels (sect. 24); numbering Certificates of Registry and licences; builder's certificate ; ship mortgages and maritime liens; recording of bills of sale; risks, responsibilities and liabilities of carriage of goods by sea (sects. 70 and following); limitation fund (sect. 80); rules of navigation (sect. 86 and following); etc. The Minister, with the approval of the Prime Minister, shall appoint a suitably qualified person to exercise the powers and perform the duties of Commissioner of Maritime Affairs under this Act and appoint Deputy Commissioners and a Maritime Administrator.
