Abstract
The purpose of this text is, as per its Chapter one, to regulate the activities and situations that produce air pollution; to establish, regulate and control potentially polluting activities in the atmosphere; to define and set air quality objectives and methods for informing the public; to determine tools and mechanisms to monitor and correct air pollution situations. Air pollution is to be intended as the presence in the air of materials or forms of energy that involve risk, damage or inconvenience to persons and things.
Chapter 2 is dedicated to the description of the situations which may give rise to air pollution and to the relevant mitigating measures to be adopted. Chapter 3 provides for the special regime in place for potentially polluting activities in the atmosphere, including the controls and inspections and the prevention measures in place. Such activities, which may give rise to air pollution and which may cause a risk, injury or nuisance for the comfort of the neighborhood, public health, the protection of the environment as a whole and the conservation of the historical and artistic heritage, are divided into two categories, A and D, depending on the level of their impact on those interests. Chapter 4 deepens the aspects related to the inspections
Chapter 5 covers the air quality standards and the relevant monitoring network while chapter 6 provides for a special regimes foreseen for contaminated areas such as areas under a special protection regime.
Chapter Seven is dedicated to the information to the public on the state of air quality and, finally, chapter 8 provides for offences and penalties. A closing, transitional provision provides for the existing service stations to recover vapors corresponding to phases I and II within a maximum period of three years from the entry into force of this Regulation. The Regulation includes 8 Annexes.
