Law No. 9946 on Natural Gas Sector.

The purpose of this Law is to establish the legal framework for the development and regulation of the natural gas sector of the Republic of Albania, including the establishment of a competitive market integrated with European and regional markets, with the purpose of ensuring a high quality and reasonable cost service. It establishes policies, standards, and procedures for the organization and regulation of the natural gas market and natural gas activities (i.e. production, transmission, distribution, storage, supply, consumption of natural gas and the construction and operation of the natural gas infrastructures) including the rights and liabilities of natural and legal persons relating to those activities. It is comprised of eight chapters: I- General Provisions, II- Policies of the Natural Gas Sector, III- Regulation of the Natural Gas Sector, IV- Activities in the Natural Gas Sector, V- Liabilities in Public Service, VI- Consumer Protection and Dispute Resolution, VII- Property Rights, and VIII- Administrative infringements and sanctions
