Abstract
This Law has the purpose of protecting the atmosphere to ensure the people’s right to live in a favourable environment and their access to accurate environmental information. State regulation in this regard shall focus on: (a) protecting public health; (b) providing favourable ecological conditions; (c) preventing air pollution; (d) state regulation of emissions; (e) collecting and making available information on air quality and pollution; and (f) scientifically substantiated, systematic and complex approach to protecting the atmosphere. The Act consists of seven sections: (1) general provisions; (2) regulating protection of the atmosphere; (3) atmospheric protection programmes, measures, standards and certification; (4) state registration of pollution and emission sources; (5) controlling protection of the atmosphere; (6) liability; and (7) international cooperation. Hygienic and ecological air quality standards shall be established, as well as technical emissions standards and maximum allowable limits. Emissions from stationary sources shall be authorized exclusively pursuant to a special permit issued by the competent state authority. The state shall regulate transboundary pollution by international agreement.
