Abstract
The purpose of this Law shall be to establish legal basis for the protection of human life and health, cultural heritage, the environment, including atmospheric air, outer space, water resources, subsoil, land, natural landscape and flora and fauna from the threats caused by natural and anthropogenic factors. The duty of the State in the sphere of ensuring ecological safety shall include: (I) to carry out state control, including monitoring the ecologically safe utilization of natural resources and the compliance of businesses with the requirements of environmental safety; (II) to detect and predict situations that may emerge and expand dangerous environmental conditions; (III) to provide Information; (IV) to declare relevant areas as ecological emergency zones; (V) to validate the state standards and other regulations that determine the requirements for ensuring environmental safety; (VI) to take measures against noise pollution that have a negative impact on the environment and human health; (VII) to inform the population about the emergence of a hazardous and emergency environmental situation; and (VIII) to provide ecological education to the population.
This Law underlines that harming or endangering people's life and health as a result of violation of legal norms in the field of environmental safety is considered as a violation of human rights. Article 9 of this Law lists the restrictions on farming and other activities for the purpose of ensuring environmental safety, such as carrying out activities subject to EIA without report; bringing hazardous substances and wastes to the country; using toxic substances that can accumulate in the human body and the environment; introducing genetically modified organisms to the country; and carrying out activities classified as environmentally dangerous.
