Law No. 723-IQ on water supply and effluent wastewater.

The purpose of this Law shall be to regulate relations concerning supply of the population, enterprises, institutions and organizations with water complying with state quality standards and discharge of effluent wastewater. Water supply and effluent wastewater discharge shall be based on the following principles: (a) cost recovery; (b) supply of qualitative water of requested quantity; (c) rational management of water resources; and (d) creation of reliable water purification and effluent wastewater discharge system. The Act consists of 7 Sections divided into 72 articles: (1) general provisions; (2) state regulation of water supply and sewerage; (3) water supply; (4) effluent wastewater discharge; (5) rights and duties of water supplying and sewerage organizations; (6) economic regulation and financial issues; and (7) liability. In conformity with this Law the respective executive body shall carry out zoning of the administrative territory under its jurisdiction for the purpose of water supply and effluent wastewater discharge and the designation of enterprises responsible for providing water supply and wastewater discharge services. Water supplying organizations shall be responsible for industrial, domestic and potable water supply. Water supply and effluent wastewater discharge shall be carried out on a paying basis. This Law also addresses emergency situations, such as natural disasters, and measures to be taken during the incident. It also lays down requirements for the connection of construction facilities to the water supply and sewage system.
