Resolution of the Council of Ministers No. 156 validating unified list of administrative procedures carried out by state bodies and other organizations in relation to legal entities and individual entrepreneurs, amendments to the Resolution of the Council of Ministers of the Republic of Belarus dated February 14, 2009 No. 193 and recognition as invalid of some resolutions of the Council of Ministers of the Republic of Belarus.

This Resolution validates unified list of administrative procedures carried out by state bodies and other organizations in relation to legal entities and individual entrepreneurs and establishes competences of ministries and public authorities in their respective spheres of competence.
The Ministry of Environmental Protection and Nature Management shall be responsible for: (a) issuance of substantiation for subsoil management and exploration; (b) issuance of authorization for botanical collections; (c) registration of zoological collections; (d) issuance of authorization for import, export, transit and removal from their natural habitat of species covered by CITES; (e) issuance of authorization for introduction, re-introduction, acclimatization and cross-breeding of wild fauna species; (f) issuance of hunting permits and permits for hunting gear (in particular, firearms); (g) issuance of permits for ozone-depleting substances; (h) issuance of permits for import-export of hazardous waste and non-domestic waste disposal; (i) issuance of permits for export of wild growing plants, seeds and wild fauna species; (j) issuance of cutting permits and procurement of non-timber forest products.
The Ministry of Agriculture and Food shall be responsible for: (a) issuance of import-export licenses for some products; (b) issuance of veterinary certificates; (c) state registration of veterinary drugs; (d) state registration and issuance of certificates for GMO and microorganisms; (e) disinfection, disinfestation of species subject to quarantine control and issuance of phytosanitary certificates; and (f) state testing of tree and shrubbery species.
The of Public Health shall be responsible for: (a) registration and authorization of food additives; and (b) issuance of sanitary and epidemiological conclusion for the period of shelf life of foodstuffs.
Territorial state registration bodies shall be responsible for issuance of permits for transactions with land plots.
The Ministry of Interior shall be responsible for issuance of permits for the purchase of civilian firearms and ammunition.
State Industrial Supervision Body shall be responsible for issuance of permits for mitigation of the consequences of emergency situations.
State Nuclear Supervision Body shall be responsible for supply, registration and cancellation of sources of ionizing radiation, export thereof, and supervision and control of radiation safety.
