Abstract
This Law is enacted for the purpose of preventing fire and reducing harm caused by fire hazards, strengthening the emergency rescue work, protecting the personal and property safety, and maintaining public security. The Law are divided into 7 Chapters: General Provisions (I); Fire Prevention (II); Fire Protection Organizations (III); Fire Fighting and Rescuing (IV); Supervision and Inspection (V); Legal Responsibility (VI); Supplementary Provisions (VII).
The State Council shall exercise leadership over the work of fire protection and the local people's governments at all levels shall be responsible for the fire protection work within their administrative areas. All units and individuals shall have the duty of maintaining security against fire, preserving fire protection facilities, preventing the occurrence of fire and giving an alarm of fire once it occurs. The people's governments at all levels shall incorporate the work of fire protection into their plans of national economic and social development to ensure that the work of fire protection is suited to economic and social development. The local people's governments at all levels shall incorporate into their overall urban and rural planning the plans for fire protection, and shall be responsible for mobilizing the parties concerned to carry them out. Scientific research in fire protection shall be enhanced, and the use of advanced technology and equipment for fire protection shall be encouraged. People's governments at various levels shall strengthen the construction of fire protection organizations, enhance the fire protection technical personnel training, and strengthen the capacity on fire prevention, fire fighting and emergency rescue.
During the agricultural harvest season, forest and grassland fire prevention periods, major holidays, and fire prone seasons, local people's governments at all levels should organize and carry out targeted fire prevention publicity and education, take fire prevention measures, and conduct fire safety inspections.
Where there are provisions governing the work of fire protection for forests and grasslands in other laws or administrative rules and regulations, those provisions shall be followed.
