Abstract
The provisions of this Law are formulated in order to strengthen the control of maritime traffic; ensure the safety of vessels, installations, human life and property. It consists of the following Chapters: General Provisions (I); Inspection and Registration of Vessels (II); Personnel on Vessels and Installations (III); Navigation, Berthing and Operations (IV); Safety Protection (V); Transport of Dangerous Goods (VI); Rescue from Disasters at Sea (VII); Salvage and Removal of Sunken and Drifting Objects (VIII); Investigation and Handling of Traffic Accidents (IX); Legal Liability (X); Special Provisions (XI); Supplementary Provisions (XII).
The Law applies to all vessels, installations and personnel and to the owners and managers of such vessels and installations that navigate, berth or operate in the coastal waters of China. The harbour superintendence agencies of the People's Republic of China shall be the competent authorities responsible for the unified supervision and administration of traffic safety in the coastal waters.
