Abstract
This Decree of the Ministry of Agriculture and Forestry provides rules for the production, certification, marketing and import of seed of canola, brown mustard, black mustard, white mustard, oil and flax, caraway, rapeseed, sunflower, hemp, poppy, peanut, safflower, soybean and cotton. Packing of such seeds requires a licence under section 11 of the Seed Trade Act. Traders shall notify their activities in accordance with section 12 of the Act and this Decree and keep a register on seed trade in accordance with section 13 of the Act. The Inspection Centre, for purposes of marketing in Finland, may certify seed lots of varieties introduced in the National Plant Variety list and seed varieties that have undergone official variety trials for at least one growing season. Other provisions of this Decree concern, among other things, packaging and labelling and placing on the market of certified seeds and certification of seeds imported from countries outside the EU. The Schedules set out quality requirements for seed stocks and seed (basic seeds and certified seeds) and concern quality guarantees a producer must provide.
