Abstract
This Law regulates the system of urban planning and construction, the authority of state power and bodies of local self-government in administrative and other procedures, and monitoring and inspection in order to fully respect the rules and standards necessary for a sustainable development and low environmental impact.
Spatial planning consists of entities, documents, acts and procedures established in order to ensure full monitoring of the situation, determines the conditions and methods of preparation, adoption and implementation of spatial planning and management of land and its natural sights and wealth.
This Law provides a complete platform for the promotion of economic, social, natural, cultural and environmental benchmarks for the sustainable development and construction of all types on the Croatian territory as particularly valuable and limited national good on the principles of integrated approach and environmental respect.
The Law further provides all related technical data and standards including offences and penalties.
This Law is divided into 6 Chapters and 354 articles.

Entry into force notes
This Law enters into force on 1 October 2007, except for the provisions of the article 204 paragraph 3 and paragraph 4 which shall enter into force on the day of Croatian accession to European Union.
