Abstract
This Law regulates the designing, construction, use and maintenance of construction works and the enforcement of administrative and any other procedures relating thereto for the purpose of ensuring protection and planning of space in accordance with the regulations governing physical planning and providing the essential requirements for construction works and other requirements prescribed for construction works under this Act and regulations adopted on the basis thereof as well as under special regulations. This Law transposes into the legislation of the Republic of Croatia the provisions of the Directive 2010/31/EU of the European Parliament and of the Council of 19 May 2010 on the energy performance of buildings. The provisions of this Law shall apply to buildings of all types pf construction works on the territory of the Republic of Croatia, excluding buildings of mining structures and facilities regulated under a special regulation, buildings of military construction works regulated under special regulations and building of other construction works regulated under special acts. The provisions of this Law relating to the building of new construction works apply appropriately to the reconstruction, removal and maintenance of construction works, unless otherwise provided under this Law or any other regulation adopted on the basis thereof. The essential requirements for construction works are as follows: 1. mechanical resistance and stability; 2. fire safety; 3. hygiene, health and the environment; 4. safety and accessibility in use; 5. noise protection; 6. energy economy and heat retention; 7. sustainable use of natural resources. Topics covered in this text are also regarding the fire safety issues, specific construction waste related issues, hygiene, health and environment, energy economy and heat retention, different types of energy performance requirements, alternative energy supply systems and energy certification rules, utility and water use provisions.
The text is divided into eleven main thematic Chapters (sometimes with its related sub-Chapters) and a total of 203 articles. Titles of main Chapters are listed as follows: 1. General provisions; 2. Essential requirements for construction works; 3. Energy performance of buildings; 4. Parties involved in the building of construction works; 5. Designs; 6. Bodies competent for issuing building and use permits; 7. Construction of building works; 8. Use, registration, maintenance and removal of construction works; 9. Supervision; 10. Misdemeanour provisions; 11. Transitional and final provisions.

Entry into force notes
This Law enters into force on 1 January 2014, with the exception of provisions of article 5 (paragraph 3) and article 108 (paragraph 4) which shall enter into force on 1 January 2015; article 25 (paragraph 2) which shall enter into force on 9 July 2015 and article 24 (paragraphs 2 and 4) in the part relating to the renting or leasing of buildings which shall enter into force on 1 January 2016.
