Abstract
This Law regulates the National Action Plan for achieving sustainable use of pesticides, the training system for professional users of pesticides, distributors and advisors, the use of electronic credentials of the appropriate level for access to the Phytosanitary Information System, the system for distribution and sale of plant protection products or pesticides. This Law further sets the manner and related rules as regards the handling of pesticides, storage and handling of pesticide packaging and residues in packaging, keeping data collections and keeping records, use and regular inspection of devices for pesticide application, informing the public and raising the level of awareness about pesticides, measures to reduce the risk of pesticide use and basic principles of integrated plant protection, special procedures and use of pesticides, aerial application, public notification, special environmental protection measures, reduction of pesticide use and risk reduction in certain areas, protection of bees during the application of pesticides, application of pesticides on public and green areas, risk indicators, provision of treatment services, reporting and exchange of information, authorized professional institutions and tasks of authorized professional institutions, Commission for Pesticides, fees and offenses and supervision of the implementation of this Law and regulations adopted on the basis of this Law.
The purpose of this Law is to achieve the sustainable use of pesticides, to reduce risks and negative effects from the use of pesticides in a way that ensures a high level of protection of human and animal health as well as environmental protection and preservation of biodiversity (including preservation and pollution protection issues regarding the soil protection, protection of underground and surface waters), the introduction of mandatory application of the basic principles of integrated plant protection for the control of harmful organisms plants and alternative approaches and techniques, such as non-chemical plant protection measures to achieve sustainable and competitive agriculture. This Law also adopts the provisions provided in the Directive 2009/128/EC of the European Parliament and of the Council establishing a framework for Community action to achieve the sustainable use of pesticides.
This text is divided into twelve main thematic Chapters and a total of 97 articles. Titles of these chapters are as follows: I. Basic provisions; II. Competent authorities; III.
