Abstract
This implementing Decree sets out, among others, the duty of farmers to protect plants in general, and against some specific pests and infesting weeds, the rules of utilization of pesticides in open and closed spaces (green houses, crop storing houses, etc.), requisites of qualification of the person using pesticides, rules of marketing, authorization, packaging, quality certification, registration, and reporting. The Decree contains also rules regarding agricultural machines and rules of working safety in plant protection, rules of plant protecting methods (seed-dressing, treatments with gas, etc.), distribution of pesticides by airplane or helicopter. The activities described in this Decree are controlled by the competent plant and soil protection offices and by the competent town clerk. In case of infringement of rules, they may take the measures specified in the Basic Text and they may impose a fine on the offender according to the Basic Text. Plant and soil protection offices carry out quality controls of pesticides at the producers', packagers', marketers' and users' premises according to an annual programme. Finally, there are rules regarding the treatment of hazardous wastes as well.
