Abstract
The purpose of this Law is to ensure the sustainable development and integration of the use of renewable energy sources into the energy system, to promote the further development and implementation of new technologies and the use of energy produced, especially taking into account the international obligations of the Republic of Lithuania. It envisages cost reduction of energy resources and energy imports, the integration of renewable energy sources into the energy system, the stability and reliability of the energy system and other objectives of the state energy policy, taking into account security and reliability of energy supply, consumer rights and legitimate interests in accessing renewable energy sources, the adequacy of the principles of protection and stability of financial support for producers of energy from renewable sources.This Law establishes legal grounds for state governance and regulation of energy based on renewable resources, supervision and control in this sector, and also establishes state rules of operation of energy distribution networks that are generating energy from renewable sources. Hydropower is the energy of the impounded water and/or flowing water used to produce electricity. Hydrothermal energy - thermal energy accumulated in surface water. The Ministry of Environment establishes pollution standards for installations using biofuels of producing bioenergy, develops and validates methodology for the assessment of methane emissions into the atmosphere. The scope of this Law shall be to ensure coordinated development of utilization of renewable energy sources, stimulation of development and introduction of new technologies with the consideration of legal interests and rights of consumers related to accessibility, suitability and sufficient avaiability of renewable energy resources. Incentives for the use of renewable energy sources shall be listed as follows: (a) fixed tariff rates; (b) purchase of energy generated from renewable sources; (c) compensation of networking of renewable energy resources equipment; (d) preferential distribution of energy generated from renewable energy sources; and (e) mandatory utilization of renewable energy sources and use of biofuels. The use of renewable energy sources shall be promoted through an established support scheme consisting of one or more incentive measures, including: (a) price supplement; (b) priority transmission of energy from renewable sources; (c) exemption of electricity producers from liability for imbalances caused by the produced electricity during the promotion period; (d) support for agricultural production of biofuels and bio-oils from raw materials; (e) requirements for the mandatory use of renewable energy sources for energy production and/or the mandatory use of energy from renewable sources, as well as for the use of biofuels; (f) support for investment in technologies using renewable energy sources; and (g) other benefits establishes by law.
