Abstract
This Law regulates the procedures and related rules as regards the process of agricultural land consolidation (both public and private owned), on the territory if the Republic of North Macedonia. Agricultural land consolidation is an activity of public interest (article 4).
The text is divided into seven main Chapters, as follows: I. General provisions; II. Distribution consolidation procedure; III. Exchange consolidation procedure; IV. Database; V. Supervisions; VI. Penalty provisions; and VII. Transitional and final provisions.
Consolidation of agricultural land means grouping and consolidation of agricultural land parcels in order to create larger land plots and areas with proper shape. In addition to consolidation, agricultural land consolidation may include agricultural land landscaping operations to provide access to land plots to an irrigation system, road infrastructure and land plot boundaries. The consolidation shall be performed in accordance with the Spatial Plan of the Republic of Macedonia and the general urban plan of the municipality on whose territory the consolidation is carried out. Land valuation and land commission are also part of these processes (articles 15, 16, 17 and 18).
The larger land plots obtained with the consolidation process should enable improvement of the agricultural production, greater processing of the available agricultural land, achieving more economical production and application of more modern agro-technical measures.
Land consolidation is performed due to: merging of smaller land plots into larger average plots; creation of land plots with proper geometric shape; access of land plots to road infrastructure and irrigation systems; reorganization of the land plots where during the construction of infrastructural investments such as hydro-ameliorative systems, embankments, canals, artificial lakes or arrangement of watercourses, the filling of the existing land plots and disruption of the road and reclamation network is caused; expansion of protected areas; and afforestation of poor quality land or polluted land and application of agro-technical measures.
