Abstract
The present Directive lays down particular amendments to Directive 2003/87/EC, which establishes a scheme for greenhouse emission allowance trading within the Community in order to promote reductions of greenhouse gas emissions in a cost-effective and economically efficient manner. The amendments are intended to establish a link between the Kyoto project-based mechanisms and the Community scheme. In particular, articles 11a and 11b are inserted after article 11. The former concerns the use of Certified Emission Reductions (CERs) and Emission Reduction Units (ERUs) from project activities in the Community scheme; the latter deals with project activities. Article 17, regarding acces to information, is replaced. Article 21a, dealing with support of capacity building activities, is inserted after article 21.
