Abstract
The goals of the Program and their significance by year of implementation: (a) goal 1 - maintaining the share of the rural population in the total population of the Russian Federation at a level of at least 25.3 percent in 2025; (b) goal 2 - achieving the ratio of average monthly disposable resources of rural and urban households to 80 percent in 2025; and (c) goal 3 - increasing the share of the total area of comfortable residential premises in rural settlements to 50 percent in 2025.
Subprogram "Development of the labor market (human resources) in rural areas" envisages “Promoting employment of the rural population”: goal - ensuring the level of employment of the rural population, including those who have undergone additional training (retraining), up to 80 percent of the working population in 2025; reducing the unemployment rate of the rural working age population to 5.7 percent. Implementation period: 2020 - 2025.
The right to receive social benefits has: (a) a citizen who permanently resides in rural areas (confirmed by registration in the prescribed manner at the place of residence) and at the same time carries out activities under an employment contract or individual entrepreneurial activity in the field of the agro-industrial complex; and (b) a citizen who has expressed a desire to permanently reside in rural areas and at the same time carries out activities under an employment contract or individual entrepreneurial activity in the field of the agro-industrial complex. The condition for a citizen to use social payments is that the citizen has carried out labor or entrepreneurial activities for at least 5 years from the date of receipt of social payments in the rural area in which housing was built (purchased) at the expense of social payments.
Social benefits are provided to citizens in the following order: citizens working under employment contracts or carrying out individual entrepreneurial activities in the agricultural sector in rural areas, as well as working in organizations carrying out veterinary activities for farm animals, who have expressed a desire to improve their living conditions by building a residential building or participation in shared construction of residential buildings (apartments).
