Abstract
The State Program for the Development of Agriculture and Regulation of Markets for Agricultural Products, Raw Materials and Food defines the goals, objectives and main directions of development and regulation of the agro-industrial complex, financial support and mechanisms for the implementation of measures and indicators of their effectiveness. The State Program provides for the comprehensive development of all industries and sub-sectors, as well as areas of activity of the agro-industrial complex, taking into account the Russian Federation’s membership in the World Trade Organization, as well as participation in the Eurasian Economic Union and other regional associations in the economic space of the Commonwealth of Independent States.
Key development guidelines within the framework of the State Program are: (a) development of exports of agricultural commodities; (b) development of crop and livestock farming, including the introduction of innovative technologies; (c) development of the food and processing industry, including viticulture and winemaking, including the introduction of innovations; (d) development of small businesses in the agro-industrial complex; (e) digitalization of industries and sub-sectors of the agro-industrial complex, including the introduction of artificial intelligence technologies in the agro-industrial complex; (f) selection and genetics; and (g) introduction of new types of services and solutions to optimize production and logistics processes.
Target indicators characterizing the achievement of national goals: (a) ensuring that the growth rate of the country's gross domestic product is higher than the world average while maintaining macroeconomic stability; (b) real growth of investment in fixed assets of at least 70 percent compared to 2020; (c) increasing the number of people employed in small and medium-sized businesses, including individual entrepreneurs and self-employed people, to 25 million people; and (d) ensuring the rate of sustainable growth of household incomes and the level of pension provision is not lower than the inflation rate.
