Abstract
The purpose of the present Regulation is to improve the mechanism of management of aquatic biodiversity in the regions of the Russian Federation the territory of which adjoins the coastal zone. The Regulation establishes the modalities and conditions for the determination of the allotted quotas for catch (harvest) of aquatic biodiversity for industrial coastal fisheries destined for the Russian applicants in the internal sea, territorial sea, continental shelf and EEZ of the Russian Federation in the Baltic sea and the Black sea, as well as in the Sea of Azov and in the Caspian sea and in the lower reaches of the rivers flowing into them. The allotment of quotas is carried out by the regional inter-departmental commission. The allotment of quotas is carried out on the basis of licences (permits) for catch (harvest) of aquatic biodiversity issued in the previous three years by the Federal Fisheries Committee and of the licences (permits) for catch (harvest) of aquatic biodiversity issued on the basis of plans of resources’ research and monitoring of aquatic biodiversity validated by the Federal Fisheries Committee. Federal Fisheries Committee distributes quotas for catch (harvest) of aquatic biodiversity of the coastal zone on the annual basis.
