Presidential Decree No.436 of 1992 on the protection of natural resources of territorial waters, continental shelf and Exclusive Economic Zone of the Russian Federation.

The President, for the purpose of conservation and rational use of the natural resources of the territorial waters, continental shelf and Exclusive Economic Zone of the Russian Federation, compliance with the requirements of the acting legislation and taking into account that natural resources of the territorial waters, continental shelf and Exclusive Economic Zone of the Russian Federation belong to federal property, decrees to establish that realization of the right of management natural resources, stock enhancement and use of anadromous fish species generated in the rivers outside EEZ of the Russian Federation is the competence of the Government of the Russian Federation and its authorized institutions that are entitled to issue in accordance with the acting legislation licences for the management of the aforesaid resources taking into consideration of the scanty local populations which inhabit sea-coast. The Government and its authorized institutions in accordance with the republics within the Russian Federation, territories, provinces and autonomous regions are entitled to administer state stock of subsoil within the limits of the territorial waters (territorial sea).
