Abstract
State Program “Development of the regional fishery complex” defines the goals, objectives and main directions for the development of fisheries, as well as financial support and mechanisms for the implementation of the envisaged activities, and indicators of their effectiveness. The State Program provides for the comprehensive development of the fishing industry.
State Program will be implemented from 2022 to 2030 in two stages: Stage 1: 2022-2023; Stage 2: 2024-2030. About 50 organizations are permanently involved in fishing activities, and the list of about 30 more organizations changes annually. The share of export supplies in the total volume of sales of fish products from catches in the zone of the Russian Federation is 67%.
Forecast development in the implementation of the State Program is aimed at: (a) an increase in the volume of exports of fish products due to the development of the fish processing industry, the manufacturing of fish products with high added value, growth in business activity, and an influx of additional funds through investments; (b) ensuring the cleaning (removal) of the water area of Nagaev Bay in the Sea of Okhotsk from sunken ships (including work on diving inspection and disposal of removed (raised) property); and (c) increasing the efficiency of developing distributed volumes of production (catch) of anadromous fish species and increasing visits by recreational fishermen to waterbodies of the Magadan Region.
The implementation of the State Program is interconnected with the priorities and goals of state policy in the fishery complex at the federal and regional levels, which are aimed at providing the country's population with safe, high-quality fish and other products from aquatic biological resources. The guarantee of their achievement is the stability of domestic production of fish products, as well as the availability of the necessary reserves and stocks.
