Regional Resolution No. 348 validating the State Program of the Chechen Republic “Comprehensive development of rural areas”.

Regional rural areas are key resource, the importance of which is rapidly growing in the conditions of strengthening globalization processes while simultaneously increasing the importance of natural and territorial resources for the development of the region.
To achieve the goals of the Program it is necessary: (a) comprehensive planning for rural development; (b) investment by agricultural producers, related to the construction (reconstruction, modernization) of agro-industrial complex facilities, acquisition of animals, equipment, machinery and creation of jobs; (c) coverage of rural areas by integrated rural development projects; and (d) reduction of unemployment level among rural population.
In order to address the identified problems shall be required a full assessment of the state of rural areas, determining the economic potential of their development with the consideration of the possibility of forming specialized high-tech zones for the production of certain types of agricultural commodities, development of interregional exchange, application of more advanced organizational and economic mechanism that will contribute to the rational use of production potential, increasing innovation and investment attractiveness of rural areas, their sustainable development.
This Program establishes the Procedure indicating objectives, terms and conditions for the allocation of subsidies from the regional budget for the implementation of activities aimed at assisting individual entrepreneurs and organizations, operating in rural areas, that are agricultural producers (except for citizens running personal subsidiary plots) regardless of organizational and legal form, carrying out production, primary and (or) subsequent (industrial) processing of agricultural commodities, wild growing fruits, berries, nuts, mushrooms, seeds and similar forest resources related to foodstuffs, and products of their processing.
