Regional Resolution No. 582-r validating the Concept for the development of regional fisheries for the period until 2030.

The main priority directions of state policy in the development of the fishery complex are: (a) environmental safety and protection from pollution of the region’s water resources, conservation of rare and small numbered fish species; (b) modernization of the fish processing sector and stimulation of the production of highly processed fish products; (c) formation and implementation of a mechanism for long-term and effective management of aquatic biological resources, development of artificial reproduction of aquatic biological resources; (d)ensuring the accelerated development of commercial aquaculture (fish farming), including mariculture; bringing the quality standards of fish products in line with the standards used in international practice; providing a system for monitoring the quality and safety of aquatic biological resources, their habitat, their processed products, conducting technological processes of fishing and fishfarming; increasing the export of competitive fish products with high added value; development of the innovative potential of fisheries.
The Concept for the development of regional fisheries for the period until 2030 determines the main directions for the formation of a unified regional policy in the field of development of the region. The Concept formulates goals, objectives, directions and ways to ensure the interests of the Republic of Dagestan in the field of increasing the efficiency of industrial fishing, developing aquaculture and reproduction of commercial fish species, creating feed bases for the fishing industry, fish processing complex and increasing the competitiveness of fish products.
In order to effectively develop aquatic biological resources, the fishery complex is being systematically transferred to the mode of innovative development with large-scale modernization and technical re-equipment of industrial enterprises, renewal of the fishing fleet, creation of a scientific and production base, and the formation of its staff potential.
In order to implement the Concept shall be set forth the following long-term tasks: (a) conducting regular resource research and government monitoring of the regional aquatic biological resources; (b) conservation and rational use of biological resources of the Caspian Sea; (c) preservation and renewal of the population of Red Book species and endangered fish species (Black Sea roach (Rutilus Frisii), pandoras (Pagellus), Russian and Kura sturgeon, barbel sturgeon (Acipenser nudiventris), starred sturgeon (Acipenser stellatus); (d) restoration and preservation of unique reservoirs of lake systems; (e) increasing efficiency of aquatic biological resources; (f) optimization of management of the fishery complex based on effectively predicting the spatial and temporal distribution of biological resources available in the Caspian Sea; (g) systematic updating and technical re-equipment fishing capacities; (h) construction of new ones, as well as modernization of existing fish processing systems and refrigeration capacities; (i) expansion of directions and scope of scientific developments in the field of fisheries; (j) increasing the efficiency of artificial reproduction of aquatic biological resources, based on modern breeding technologies and cultivation of fish and non-fish species; (k) development and implementation of a monitoring system (supervision and control of fisheries) of fishing complexes based on the use of modern means of communication; (l) organizing effective interaction between federal and regional control (supervisory) bodies; (m) creation of new technological processes and equipment for efficient extraction and processing of aquatic biological resources, improving methods of storing and transporting fish products; (n) development of marine terminals intended for integrated servicing of fishing fleet vessels in all fishing areas; (o) creation of a network of fishing piers for reception and primary processing of fish; (p) creation of conditions that ensure comprehensive processing of fish species in place of fishing; (q) creation of a system for monitoring the quality and safety of aquatic biological resources, products of their processing, maintaining technological processes of fishing and fishfarming.
