Abstract
The purpose of this Regulation is to establish the framework for planning the capacity required to respond to disasters and emergencies at both the national and local levels, and to ensure the timely, effective, and efficient deployment and utilization of such capacity within affected areas. This Regulation lays down provisions on the management of disaster and emergency response services; preparedness efforts and planning at the national and local levels; resources needed for emergency aid, such as food, potable water and medicine; and the coordination between and the duties and responsibilities of the Disaster and Emergency Management Authority, the Disaster and Emergency Coordination Board at the provincial and district level, and other relevant stakeholders, including individuals.
