Abstract
The text of the Act consists of 66 articles divided into 9 Parts: Preliminary (I); The National Food Control Commission (II); Control of the manufacture of food (III); General provisions regarding food (IV); Particular articles of food (V); Food hygiene (VI); Enforcement and legal proceedings (VII); Miscellaneous provisions (VIII); Repeals and consequential provisions (IX).
Article 4 provides for the establishment of a National Food Control Commission. Tasks of the Commission shall be (inter alia): (a) to regulate various matters relating to food quality; (b) to prescribe minimum standards of quality for food; (c) to test food; (d) to approve and register food (art. 5). Provisions of Part III deal with licensing of food manufactures and the registration of food production premises. Article 16 of Part IV sets out the regulation making powers of the Minister with respect to the composition and labelling of food. Articles 17,18,19 and 20 prohibit and declare an offence the manufacture or sale of adulterated food, false labelling or advertisement of food and the sale of food unfit for human consumption. Part V provides for the control of the sale of milk and the control of slaughter and sale of meat in relation with animal diseases. The Meat Hygiene Ordinance and The Food and Drugs Ordinance in so far as they relate to the control and regulation of the manufacture, importation and sale of, and other dealings in food, are hereby repealed (Cap. 93 and Cap. 432) (art. 64).
