Abstract
This Decision approves the Programme on capacity building on management of access to genetic resources and fair and reasonable sharing of benefits arising from the use of genetic resources in the 2016-2025 period. The target of the Programme is: By 2025, the organizational system, management tools and techniques for accessing and sharing benefits arising from the use of genetic resources and traditional knowledge about genetic resources will be completed and operated effectively.
Specific results are proposed for the Programme : 1. 90% of state management agencies at central and provincial levels will be capable of licensing, monitoring and controlling activities of accessing genetic resources and traditional knowledge about genetic resources; 2. A network of science and technology organizations will have been identified and strengthened to support and coordinate with state management agencies in managing access to and sharing benefits arising from the use of genetic resources, traditional knowledge about genetic resources; 3. 90% of relevant managers in central ministries and branches and 70% of related managers in central-affiliated cities and provinces will be trained in basic knowledge and management regulations on access to and sharing of benefits arising from the use of genetic resources, traditional knowledge about genetic resources; 4. At least 80% of the provinces and centrally-run cities will participate in the national database system on genetic resources and traditional knowledge on genetic resources ; 5. At least 80% of the population will be propagated and disseminated information on access to and sharing of benefits arising from the use of genetic resources and traditional knowledge about genetic resources.
