Abstract
The overall objectives of the National Strategy on Biodiversity to 2020, with a vision to 2030 are set up as: by 2020, the important natural ecosystems, endangered, precious and rare species and genetic resources will be preserved and used sustainably in order to contribute to the country's development in the direction of a green economy, proactively responding to climate change. The Vision by 2030 is also established in this policy document: By 2030, 25% of the area of natural ecosystems of international and national importance will be restored; biodiversity will be conserved and used sustainably to bring essential benefits to the people and make an important contribution to the socio-economic development.
To achieve the overall objectives by 2020, specific objectives are identified: 1. Improve the quality and increase the area of protected and guaranteed natural ecosystems: The area of terrestrial nature reserves will reach 9% of the territory, the area of marine conservation areas will reaches 0 ,24% of the sea area; forest coverage will reach 45%; primary forest will be kept at 0.57 million ha and will have an effective protection plan; the area of mangroves, seagrass beds and coral reefs will be maintained at the existing level; 15% of degraded important natural ecosystem area will be restored; the number of internationally recognized nature reserves in Vietnam will be: 10 Ramsar sites, 10 biosphere reserves, 10 ASEAN heritage parks; 2. Improve the quality and quantity of populations of endangered, precious and rare species prioritized for protection and ensure: No increase in the number of species becoming extinct, significantly improving the status of some endangered, precious and rare species threatened with extinction; 3. To inventory, store and conserve indigenous, endangered, precious and rare genetic resources (livestock, plants, microorganisms), ensuring that indigenous, precious and rare genetic resources will not be degraded and eroded.
Key tasks are proposed in the policy document, including: 1. Conservation of natural ecosystems by consolidating and improving the system of nature reserves, investigating and evaluating ecosystem services and values of nature reserves, etc.; 2. Biodiversity conservation in the context of climate change by identifying the effects of climate change on biodiversity in Vietnam and promoting biodiversity conservation in order to proactively respond to climate change, building a biodiversity corridor connecting forest ecosystems and key areas in order to conserve biodiversity and adapt to climate change, implementing forest restoration programs using approaches appropriate to biodiversity conservation, carbon storage, climate change adaptation and mitigation, etc.; 3. Sustainable use and implementation of a mechanism for rational sharing of benefits from ecosystem services and biodiversity; etc.
