Abstract
The intention of this Act is the regulation of growing, classifying, buying up, industrial processing and trade in tobacco and tobacco products. The authority managing and supervising these activities on behalf of the State is the Council of Ministers. Chapter Two regulates the growing of tobacco. Growers of tobacco must be registered under this Act. Registered growers shall be entitled to free tobacco seeds funded by the Tobacco Fund. The Minister of Agriculture may issue technological instructions for tobacco production which must be observed by growers. Classification of tobacco is governed by Chapter Three. Classification may be performed jointly by the grower and the buyer or by a person authorized, in compliance with the state standards in force. Chapter Four regards the buying up of tobacco. This can be carried out by persons who bear an industrial tobacco processing licence or there contractors. Tobacco which has not been sold by 30 of April of the following year of its production shall be purchased by the Tobacco Fund at a minimum price. Chapter Five regulates the minimum price of purchase. The Tobacco Fund is established and governed by Chapter Six. Chapter Seven determines the rules of industrial processing of tobacco while Chapter Eight deals with the manufacturing of tobacco products. Lastly, Chapter Nine sets forth rules of trade in, import and export of tobacco and tobacco products. The advertisement in any way of tobacco and tobacco products is prohibited. Administrative and penal provisions are also comprised in this Act.
