Resolution No. 130 of the Council of Ministers amending resolutions of the Council of Ministers.

Decree No. 949 of the Council of Ministers validating the Regulation on National environmental monitoring system shall be amended to add the following wording: the following entities carry out environmental monitoring types within the National Environmental Monitoring System (NEMS) - (a) the Ministry of Natural Resources and Environmental Protection in terms of atmospheric air monitoring, surface water monitoring, groundwater monitoring, radiation monitoring of soils, atmospheric air and waterbodies; (b) the Ministry of Education in terms of ozone layer monitoring; (c) the National Academy of Sciences in terms of flora monitoring, fauna monitoring, geophysical monitoring, comprehensive monitoring of natural ecological systems in protected areas and comprehensive monitoring of peatlands; (d) the Ministry of Forestry in terms of forest monitoring, radiation monitoring of the forest fund; (e) the Ministry of Agriculture and Food in terms of radiation monitoring of agricultural lands; (f) the State Property Committee in terms of land monitoring; and (g) legal entities and individual entrepreneurs in terms of local monitoring. Ministerial Decree No. 161 regarding validation of the Regulation on the modalities of monitoring of ozone layer as part on national system of environmental monitoring shall be amended to add the following wording: monitoring of the ozone layer is a type of environmental monitoring and is carried out as part of the National Environmental Monitoring System in accordance with this Regulation and other legislative acts in the field of environmental protection, rational (sustainable) use of natural resources; monitoring of the ozone layer is carried out by the Ministry of Education, including through its subordinate organizations. Ministerial Decree No. 412 of 2004 regarding validation of the Regulation on the modalities of monitoring of vegetable kingdom as part on national system of environmental monitoring shall be amended to add the following wording: monitoring of flora is a type of environmental monitoring and is carried out as part of the National Environmental Monitoring System in accordance with this Regulation and other legislative acts in the field of environmental protection, rational (sustainable) use of natural resources; the organization and implementation of monitoring of the plant world is carried out by the National Academy of Sciences, including through its subordinate organizations. Ministerial Decree No. 482 regarding validation of the Regulation on the modalities of monitoring of surface water, groundwater, atmospheric air and local environmental monitoring as part on national system of environmental monitoring shall be amended to add the following wording: monitoring of surface water is carried out by the Ministry of Natural Resources and Environmental Protection, including through its subordinate organizations. Ministerial Decree No. 386 validating the Regulation on land monitoring shall be amended to add the following wording: Land monitoring is a type of environmental monitoring and is carried out as part of the National Environmental Monitoring System in accordance with this Regulation and other legislative acts in the field of environmental protection and rational (sustainable) use of natural resources. Decree No. 734 of the Council of Ministers validating Regulation on formation and keeping database on the state of environment, composition of general ecological information subject to compulsory dissemination, holders of such information bound to disseminate it and periodicity of dissemination shall be amended to add the following wording: composition of general environmental information includes the List of information contained in the state register of environmental information on the state of the environment and the impact on it, as well as in the registers of environmental information on the state of the environment and the impact on it. Ministerial Decree No. 638 regarding some issues of wild fauna and wild flora management shall be amended to add the following wording: the Ministry of Natural Resources and Environmental Protection organizes work to identify habitats of wild animals and (or) places of growth of wild plants and to take into account these places within the framework of the implementation of state programs in the field of rational (sustainable) use of natural resources and environmental protection, conducting scientific and other research, monitoring the animal and plant world, maintaining state registers of the plant and animal world, and other measures for the rational (sustainable) use of natural resources and environmental protection. Decree No. 611 of the Council of Ministers validating the Regulation on transfer of typical and (or) rare natural landscapes and biotopes under protection of the owners of land plots and (or) waterbodies shall be amended to add the following wording: the Ministry of Natural Resources and Environmental Protection organizes work to identify typical and (or) rare natural landscapes, typical and (or) rare biotopes and their registration within the framework of the implementation of state programs in the field of rational (sustainable) use of natural resources and environmental protection, conducting scientific and other research, monitoring the flora, maintaining the state register of the flora, and other measures for the rational (sustainable) use of natural resources and environmental protection. Ministerial Decree No. 412 validating the Regulation on performance of environmental audit shall be amended to add the following wording: the Ministry of Natural Resources and Environmental Protection provides advanced training in the field of environmental auditing.
