Abstract
This Law, consisting of 10 articles, implementing articles 149, 150 and 151 of Regulation (EU) no. 1308/2013 of the European Parliament and of the Council, establishing a common organisation of the markets in agricultural products and repealing previous Regulations, provides for contractual relations in the field of milk and dairy products and for related matters. The Law defines the following relevant terms: milk; competent authority; processor; inspector; register; producer; delivery; collector-transporter.
Matters covered by this Law regard: powers of competent authority, including: evaluating any data submitted in the framework of the application of this Law, conducing audits in order to ensure compliance with the provisions of this Law, keeping registers of producers, buyers, collector-transporters and processors; contract for raw-milk; appointment of inspectors; power of inspectors; imposition of administrative fines; offences and penalties; power to issue regulations; issuance of ordinances on the following matters: a) control over contractual negotiations in the field of milk and milk product; b) identification of first purchasers; c) obligations of the producers; d) process of approval, registration and the obligations of the collectors-carriers; e) obligations of processors; f) regulation of the supply of cheese with a protected designation of origin or a protected geographical indication; g) procedures for collecting information on contracts in the field of milk and milk products; h) calculation of the quantities of raw milk.
