Abstract
This Act establishes, in accordance with European Community legislation, the legislative framework relevant to activities related to chemical substances and preparations, with a view to preventing hazardous effects and protecting the environment. The Act lays down rights and obligations of legal persons and individuals at the time of production, classification, testing, hazardous properties, packaging, labeling, marketing, use, export and import of chemical substances or substances contained in preparations or articles. Further provisions regard good laboratory practice and the competence of administrative authorities in providing protection against harmful effects of substances and preparations. The present Act is composed of the following Sections: Introductory provisions (Sec. 1); Classification, packaging and labeling (Sec. 2); Good laboratory practice and testing of substances and preparations (Sec. 3); Disclosure (Sec. 4); State administration (Sec. 5); Administrative offences (Sec. 6); Transitional, authorizing and repealing provisions (Sec. 7).
