Abstract
The Act regulates the handling of chemicals and the restriction of economic activities relating to the handling of chemicals for the purpose of protecting human life and health, property and the environment, and ensuring the free movement of goods. More specifically, it provides requirements for chemicals, hazardous chemicals and handling of chemicals, the procedure for determining of hazardousness of chemicals, and good laboratory practices. Further, the document determines the requirements for handling chemicals including requirements for placing of detergent on market, and restrictions on and other special requirements for handling of chemicals. The Act then lays down requirements for the operator of dangerous enterprise and enterprise with major hazard, and special requirements for planning land use and designing construction works; competent authorities in field of chemicals and state supervision; and liability for violating the Act.
