Abstract
This Law defines the designated competent national authorities and tasks of such competent authorities, obligations of food business operators, official controls and also prescribes administrative measures and misdemeanor provisions, in relation to the European Union indicated documents, all regarding the general food hygiene and microbiological criteria for foodstuff.
The text is divided into eight main Chapters and 22 articles. Titles of Chapters are as follows: (I) General provisions; (II) Competent authorities; (III) Obligations of food entities; (IV) Procedures in case of unsuccessful results; (V) Administrative supervision; (VI) Official controls; (VII) Penalty provisions; and (VIII) Transitional and final provisions.
Article 3 determines that the competent authorities for the implementation of this Law and of its deriving regulations, are the Croatian Ministry competent for agriculture and the Ministry competent for health, each within its own scope, and in accordance with the division of responsibilities for carrying out official controls. Good practice guidelines are listed in article 5. For establishment and implementation of procedures based on HACCP (Hazard Analysis Critical Control Point) principles see article 7. Microbiological criteria testing and related rules are in article 8. Registration procedures and rules on approval of food facilities are provided in article 9. Article 11 sets out that all food business operators engaged in production, distribution and storage of quick-frozen food shall harmonize their operations with a special regulation on fast-frozen food.
