Abstract
This Law, of 29 Sections, gives definitions and makes provisions for the institution of a Council for the Production and the Marketing of Ground-Nuts. Section (1) gives definitions. Sections (2) and (3) provide for the institution of the council and set its’ targets. The councils targets are: to encourage the development of nuts production, to plan cultivations, to concentrate marketing tasks and to provide with counseling measures for the ministers. Section (4) defines the council as a Corporation by all aspects concerned, legal and operational. Sections (5) to (10) deal with council membership appointing. The ministers shall appoint the members of the council that shall not lessen than 20 members. Membership period shall be of three years. Section (11) establishes council sittings procedures. The number of council members necessary for a legal sitting is set to half of members’ total number. Section (12) to (14) provide for Executive Committee procedures and tasks. The executive committee shall authorize the council’s budget, shall appoint an audit committee and shall set rules. Section (15) provides for various counseling committees that can be appointed by the council. Section (16) establishes the council authority regarding decision making. Section (17) provides for appointing procedures of authorized contractors regarding this law and institution of a dispute committee in case a contractor has encountered problems with the council. Section (18) deals with marketing procedures. A grower shall not market his crops unless via an authorized contractor. Section (19) to (21) provides with procedures regarding rules to be set by the council and their approval. Section (22) permits the council to deduct amounts from selling and marketing bills for its operational expenses. Section (23) and (24) establishes the authority of the council to provide with marketing and developing measures. Section (25) regards council’s budget. Sections (26) and (27) give power to the council to operate inspections, to enter to places and to stop any vehicle in order to search for nuts that are suspected to be subject to violation of this law and its’ regulations. Section (28) provides for penalties. Section (29) establishes the ministers in charge of the execution of this law and its’ regulation.
