Abstract
This Law sets the basic principles (and full classification of all activities under its provisions) and necessary rules for all energy related activities, by setting the conditions and rules aimed to provide quality and sustainability in the energy production/consumption sector (on the territory of the Republic of Montenegro), also by encouraging the energy production from renewable energy sources and high efficiency cogeneration (also the way of organization and the management of electricity and gas markets, as well as other issues of importance to energy sector).
Activities here regulated are: electricity generation and transmission; distribution of electricity; electricity supply; organization and management of the electricity market; gas storage; gas transfer; gas distribution; gas supply; organization and management of the gas market; transport of petroleum by pipeline and other forms of oil transportation (if not specially regulated by specific documents); transport of petroleum products; wholesale/storage of petroleum products; production/supply of heat energy for district heating and/or cooling; trade, mediation and representation in the energy market that are not specially regulated by other documents; transport and storage of liquid natural gas; combined production of electrical and thermal energy; biofuel production and biotechnology; transport/storage/trade of biofuels and biotechnologies.
This Law is divided into XXIV Chapters and 262 articles, including the offences and related penalties.
