Abstract
The purpose of this Act is to reduce the negative impact of batteries and accumulators and waste batteries and accumulators on the environment by reducing the amount of hazardous substances in batteries and accumulators and the proper collection and recycling of waste generated from them, including promoting a high level of collection of waste portable batteries and spent accumulators. This Act is composed of 15 Sections and four Annexes, and establishes: (1) requirements for marketing of batteries and accumulators; (2) principles of marketing of batteries and accumulators; (3) principles of collecting, processing, recycling and disposal of waste batteries and accumulators. These provisions regulate rights and obligations of operators: (1) marketing batteries; (2) distributing batteries, accumulators or equipment; (3) collecting, processing, recycling or disposing spent batteries and accumulators; (4) using batteries or accumulators. This Act applies to all types of marketed batteries and accumulators and to spent batteries and spent accumulators.
