Abstract
This Act sets out measures to protect the environment, human life and health to prevent and reduce the adverse impact resulting from the production and management of waste and limiting the overall impact of the use of resources and improving the efficiency of such use. The present Act is composed of the following Sections: Scope of the Act (Sec. 1); General principles of waste management (Sec. 2); Plans of waste management (Sec. 3); Permissions required for the management of waste and keeping the register (Sec. 4); Records on waste and reporting (Sec. 5); Database on products and packaging and waste management (Sec. 6); Special rules for management of certain types of waste (Sec. 7); Requirements concerning processing of waste (Sec. 8); Tasks of government implemented by the provincial government and special provisions concerning issuing a decision in the field of waste management (Sec. 9); Criminal provisions and administyrative fees (Sec. 10); Changes in regulations in force, transitional provisions, adjusting and final provisions (Sec. 11). Wastes are classified to appropriate groups, subgroups and types of waste, according to: (1) source of their formation; (2) properties indicating that the waste is hazardous, as defined in Annex 3 to the Act; (3) components of waste for which exceeding of the threshold values of concentrations of hazardous substances may cause that the waste is hazardous.
